Levelized Billing helps smooth out seasonal spikes in your electric bill by averaging your energy use over time. Instead of paying more during extreme weather months, your bill is calculated using a rolling 12-month average of your actual electricity usage. This results in more consistent monthly payments, making budgeting easier—especially for those on fixed or limited incomes.

Note: Levelized Billing does not lower your total energy costs. It simply spreads them more evenly throughout the year.

Terms & Conditions for Levelized Billing:

• An applicant must be a DEMCO member for at least one year at their current address to qualify for the program.

• Program available for Residential locations only.

• The current bill must be paid to a zero balance.

• Timely monthly payments are required. The member will be removed from the program if payment is not made in accordance with DEMCO Standard Terms and Conditions for Electric Service.

• When a DEMCO member terminates service or elects to unenroll from the program, any account balance will be due and payable on the next due date and/or credit will be due, payable on the next due date.

What to Expect While Enrolled

Because your bill is based on a rolling 12-month average of your actual usage, your monthly payment may still vary slightly depending on how your current usage compares to that average.

  • If you use more than your average, the difference is added to your deferred balance.
  • If you use less, the difference is subtracted from your deferred balance.

Your deferred balance fluctuates over time while you're enrolled in the program. Overpayments are applied to reduce this balance and are not carried over as credits toward future bills beyond the current billing cycle.

The deferred balance helps smooth out seasonal or usage-based fluctuations by accounting for the difference between what you’ve paid and what you’ve actually used—helping to keep your monthly bill more stable over time.

Important: Accounts enrolled in Levelized Billing are not eligible for payment arrangements. All monthly payments must be made in full and on time.

Tip: Enroll in autopay or bank draft to help avoid late payments and remain eligible for the program.

What to Expect When You Unenroll

To avoid unexpected charges upon exiting the levelized billing program, please plan ahead.

Any deferred balance will be due in full on your next bill if you:

1) Request to unenroll,
2) Are unenrolled due to a late or missed payment, or
3) Disconnect or transfer your service.

To reenroll, you must meet all eligibility requirements at the time of reapplication.
